The first hour
Power, then contents, then photographs
Treat the water as contaminated unless you know for certain it came from a clean supply line. Groundwater that has travelled through soil, and anything involving a floor drain, is not water to stand in. Deal with electricity first, and do not reach a panel you would have to stand in water to reach.
Then photograph everything before you tidy, and get contents up off the floor. One thing not to do: pump a full basement out quickly. Dropping the interior water level much faster than the surrounding ground can drain puts real pressure on foundation walls.
Why drying a basement takes longer
Moisture held in concrete
Basements are cool, poorly ventilated and built from materials that hold water well. Concrete and block absorb far more than expected and release it slowly for weeks afterwards.
That is why a basement which feels dry three days after a flood is frequently still feeding moisture into the air, and why mold so often appears down there a month after everybody stopped thinking about it. Drying is measured against a reading rather than the feel of the floor.

Discharge several feet from the foundation, not at its base. It is the least expensive change on this list.

Sewer backup is a different failure from groundwater and needs a different fix.

Why does my basement flood when my neighbour's does not?
Usually grading, guttering or the path groundwater takes underground, none of which are visible from inside. Two houses on the same street can sit on quite different ground, and one settled downspout discharging at the foundation is enough to make the difference on its own.
